In order to prevent the sowing, cultivation, collection, and distribution of narcotic crops, during the period from June 1 to September 15, 2023, in the territory of Kobrin and Kobrin district, employees of the Department of Internal Affairs of the Kobrin district Executive Committee will conduct a SPECIAL "POPPY" PROGRAM aimed at destroying narcotic raw materials of plant origin and taking measures against those responsible for in accordance with the current legislation.
In case of detection of poppy or cannabis crops, we ask you to immediately inform the Kobrin district police department by phone "102".
Employees of the Kobrin district police department in the territory of Kobrin and the district carry out certain work to curb the illicit trafficking of narcotic drugs, psychotropic substances and their precursors.
To combat drug addiction among young people, police officers carry out operational and preventive measures aimed at preventing the use of narcotic drugs by young people.
Educational institutions are constantly conducting explanatory work on the harmful effects of the use of narcotic drugs and psychotropic substances, on criminal and administrative liability for crimes and offenses related to illicit trafficking in narcotic drugs. Testing of places of mass recreation and youth stay, entertainment establishments is carried out in order to identify people involved in the distribution of narcotic drugs and psychotropic substances among young people, as well as those who are under the influence of drugs.

It is also necessary to remind Kobrin residents of their responsibility for sowing and growing poppies and other narcotic plants. Some citizens ignore the requirements of the law, growing these crops for personal purposes or leaving them to grow in their garden solely for beauty. At the same time, they hope to avoid the established responsibility.
Extract from the legislation of the Republic of Belarus on administrative and criminal liability for illicit trafficking in narcotic drugs, psychotropic substances and their precursors
THE CODE OF THE REPUBLIC OF BELARUS ON ADMINISTRATIVE OFFENCES:
Article 17.1. Illegal sowing and (or) cultivation of plants or fungi containing narcotic drugs or psychotropic substances
Illegal sowing and (or) cultivation of plants or fungi containing narcotic drugs or psychotropic substances, without the purpose of their sale or manufacture or other receipt of narcotic drugs or psychotropic substances –
they entail the imposition of a fine in the amount of up to twenty basic units.
Article 19.3. Drinking alcoholic, low-alcohol beverages or beer, consumption of narcotic drugs, psychotropic substances or their analogues in a public place or appearing in a public place or at work in a state of intoxication
3. Appearing in a public place in a condition caused by the consumption of narcotic drugs or psychotropic substances without the appointment of a specialist doctor or the consumption of their analogues, toxic or other intoxicating substances that offend human dignity and public morality, as well as refusing to undergo an inspection (examination) in accordance with the established procedure to determine the condition caused by the consumption of narcotic drugs, psychotropic substances, their analogues, toxic or other intoxicating substances, –
they entail the imposition of a fine in the amount of five to ten basic units.
4. Being in a workplace during working hours in a condition caused by the consumption of narcotic drugs or psychotropic substances without the appointment of a specialist doctor or the consumption of their analogues, toxic or other intoxicating substances, as well as refusing to undergo an inspection (examination) in accordance with the established procedure to determine the condition caused by the consumption of narcotic drugs, psychotropic substances, their analogues, toxic or other intoxicating substances, –
they entail the imposition of a fine in the amount of eight to twelve basic units.
5. Consumption of narcotic drugs or psychotropic substances in a public place without the appointment of a specialist doctor, or consumption of their analogues in a public place, as well as refusal to undergo an inspection (examination) in accordance with the established procedure to determine the condition caused by the consumption of narcotic drugs, psychotropic substances, their analogues, toxic or other intoxicating substances, –
they entail the imposition of a fine in the amount of ten to fifteen basic units.
THE CRIMINAL CODE OF THE REPUBLIC OF BELARUS:
Article 327. Theft of narcotic drugs, psychotropic substances, their precursors and analogues
1. Theft of narcotic drugs, psychotropic substances or their precursors or analogues –
is punishable by imprisonment for a term of up to five years.
2. The same act committed repeatedly, either by a group of persons, or by a person to whom the said funds have been entrusted in connection with his official position, professional activity or under protection, or by a person who has previously committed crimes provided for in Articles 328, 329 or 331 of this Code, or in relation to particularly dangerous narcotic drugs or psychotropic substances., –
is punishable by imprisonment for a term of three to ten years with or without a fine and with or without deprivation of the right to hold certain positions or engage in certain activities.
3. The actions provided for in paragraphs 1 or 2 of this Article, committed by robbery or extortion, or by an organized group, or on a large scale, –
are punishable by imprisonment for a term of seven to fifteen years with or without a fine.
Notes:
1. Narcotic drugs, psychotropic substances and their precursors in the articles of this Code are understood to mean drugs and substances, as well as preparations containing them, included in the Republican List of Narcotic Drugs, Psychotropic Substances and Their Precursors subject to state Control in the Republic of Belarus, with the exception of those listed in Table 2 "Chemicals that can be used in the manufacturing process, production and processing of narcotic drugs or psychotropic substances" of the list of precursors of narcotic drugs and psychotropic substances of this List.
2. Particularly dangerous narcotic drugs or psychotropic substances in the articles of this Code are understood to mean drugs or substances included in the list of particularly dangerous narcotic drugs and psychotropic substances not used for medical purposes, or the list of particularly dangerous narcotic drugs and psychotropic substances permitted for controlled circulation in the specified List.
3. Analogues of narcotic drugs and psychotropic substances in the articles of this Code are understood to mean chemicals whose structural formulas are formed by replacing one or more hydrogen atoms in the structural formulas of narcotic drugs, psychotropic substances or basic structures with hydrogen atom substituents included in the list of hydrogen atom substituents in the structural formulas of narcotic drugs, psychotropic substances or basic structures. established by the State Committee of Forensic Examinations of the Republic of Belarus.
4. The large amount of narcotic drugs, psychotropic substances or their precursors or analogues for the purposes of this Article, as well as Articles 328 and 328/1 of this Code, shall be established by the Council of Ministers of the Republic of Belarus.
Article 328. Illicit trafficking in narcotic drugs, psychotropic substances, their precursors and analogues
1. Manufacture, processing, acquisition, storage, transportation or transfer of narcotic drugs, psychotropic substances or their precursors or analogues that are illegal without the purpose of sale –
are punishable by restriction of liberty for a term of up to five years or imprisonment for a term of two to five years.
2. Manufacture, processing, acquisition, storage, transportation or transfer or illegal sale of narcotic drugs, psychotropic substances or their precursors or analogues for the purpose of sale –
is punishable by imprisonment for a term of three to eight years with or without a fine.
3. The actions provided for in part 2 of this Article committed by a group of persons, or by an official using his official powers, or by a person who previously committed crimes provided for in this Article, Articles 327, 329 or 331 of this Code, either in relation to narcotic drugs, psychotropic substances, their analogues on a large scale, or in relation to particularly dangerous narcotic drugs, psychotropic substances, or the sale of narcotic drugs, psychotropic substances, their precursors or analogues on the territory of an educational institution, healthcare organization, a military unit, correctional institution, house of arrest, places of detention, a medical and labor dispensary, a place where a mass event is held, or a known minor –
are punishable by imprisonment for a term of six to fifteen years with or without a fine.
4. Actions provided for in paragraphs 2 or 3 of this Article committed by an organized group or involving the manufacture or processing of narcotic drugs, psychotropic substances or their precursors or analogues using laboratory utensils or laboratory equipment intended for chemical synthesis, –
are punishable by imprisonment for a term of ten to twenty years with or without a fine.
5. Actions provided for in parts 2-4 of this Article that negligently caused the death of a person as a result of his consumption of narcotic drugs, psychotropic substances or their analogues, –
are punishable by imprisonment for a term of twelve to twenty-five years with or without a fine.
Note. A person who voluntarily surrendered narcotic drugs, psychotropic substances, their precursors or analogues and actively contributed to the detection or suppression of crimes related to the illicit trafficking of these drugs, substances, the exposure of the perpetrators, the discovery of property obtained by criminal means, is exempt from criminal liability for this crime.
Article 328-2. Consumption of narcotic drugs, psychotropic substances or their analogues in a public place, or appearing in a public place or being at work in a state caused by the consumption of narcotic drugs, psychotropic substances, their analogues, toxic or other intoxicating substances
The consumption of narcotic drugs or psychotropic substances in a public place without the appointment of a specialist doctor, or the consumption of their analogues in a public place, as well as the appearance in a public place in a state caused by the consumption of narcotic drugs or psychotropic substances without the appointment of a specialist doctor, or the consumption of their analogues, toxic or other intoxicating substances that offend human dignity and public morality, or being at a workplace during working hours in a state of, caused by the consumption of narcotic drugs or psychotropic substances without the appointment of a specialist doctor, or the consumption of their analogues, toxic or other intoxicating substances committed within a year after the imposition of an administrative penalty for the same violations, –
are punishable by a fine, or arrest, or restriction of liberty for up to two years.
